Does the contractor ask you to obtain a homeowner permit?
First, pulling a permit for a contractor is illegal
Second, you may have problems selling your home when you sell.
Third, you will not obtain a good return on your investment because contractors asking you to do this are not basement design experts.
If you are doing any structural work like cutting out concrete to make an egress window or removing studs that are structural you will need a contractor licensed for homebuilding, not a remodeling license.
